First of all, you probably read it in a translation (in English) where for example Capitan Haddock is English (although in the original he is Belgian and marlinspike manor is called Château de Moulinsart and is in Belgium). In the same vein, Dupont and Dupond are two Belgian Sûreté detectives (not British) as you state. Therefore there is a little ridicule for francophones, although not necessarily the French.
